Well, given the type of individuals who are generally fluent in Klignon, isn't it really just an extension of unemployment compensation?

I think they've probably got their work cut out finding fluent speakers of Klingon who aren't already on their premises -- as inmates...

Why go through all that trouble? They could just park outside of the Trekkie conventions and lure the "clients" in with free Trek merchandise. Slap on a straightjacket, throw 'em in the back, and voila!
