I'm not sure what you mean by "recent US statement". If you are referring to the supplemental spending bill that passed both houses, then you must also be aware that the President will veto the bill. Even if he signed this, or another bill with withdrawal language, he would add a signing statement indicating that he's happy to take the money, but won't be paying any attention to the withdrawal language. And then, even if he did a complete 180 and listened to Congress, it turns out the only one who has to decide whether "progress is being made" is the Decider himself. Something tells me that if he's asked how things are going, he'll say they're going well enough that we don't have to withdraw from Iraq.

Nobody's "going home" until Bush leaves office. That much is clear.
