Maybe he just meant reset the passwords that were given to him by the other sysadmin, but that's not how I read it. Regardless, you could send those encrypted passwords to the other sysadmin. I'm laboring under the assumption that you can't do this under Windows due to the SAM(?) being an effectively uneditable binary file, but I could be wrong.
