Let's say I have a decent idea for an auction site, for a specific product. Where could one find out the legality of what can and can not be auctioned online?

... hopefully this all works out and another college dormroom creation will work out for the best (cough cough napster, hotornot, etc..) LOL

Otherwise, take a look at the TOS for Ebay -- that'll probably give you a pretty good idea of what you can/can't (should/shouldn't?) do.
