With the DVD-A format, what plans are afoot for compressed surround sound formats?

Dolby Digital (AC-3) and DTS are already compressed. Or do you mean something else? Oh -- and Ogg Vorbis can deal with more than two channels (according to the spec; I don't think an implementation with >2 channels exists, though).

I don't know. I was sort of guessing the amount of compression possible with mp3s. Are these formats lossless compression?

Nope. They're quite lossy. I don't know if they have a variety of bitrates like mp3s do, but they use the same general ideas of psychoacoustics. Actually, ogg vorbis is very similar to mp3 -- I forgot I mentioned that one. AC3 and DTS are the audio formats used both on DVDs, some LaserDiscs, and in the actual movie theater.
