Next time you're in Vegas, take your foreign money. Last time I went I got $160 CAD changed to US dollars (not chips) with no service fee. I imagine they would do the same for Pounds and Euros. Not sure about discontinued currency though.

I have seen money changing services at other casinos around the country, but most seem like they take a service fee.
